IASI – Fiscal Incentives for Green Buildings

At the end of August 2018, the Local Council of Iasi unanimously voted for a Local Council Decision draft, approving a “minimis aid scheme” which offer tax benefits of up to 50% tax deduction on certified green buildings and energy-efficient A class.

Beneficiaries are legal entities that build „green” buildings or renovate the most part of the existing buildings. The tax incentives do not apply to certified buildings for maintenance and operation and prioritize Fully Fitted Certified Buildings, which are built or refurbished, fully finished, for a higher social and environmental impact. These elements differentiate the Local Council Decision adopted in Iasi by other minimis aid schemes adopted in other cities.

„The recently adopted minimis scheme places Iaşi on the map of green buildings and together with the „Pollution Reduction and Pollution Prevention Regulations on Sites „creates the most complete framework for the development of the green buildings sector in Romania.” – Dr. Dorin Beu, president of Romania Green Building Council (ROGBC).

The aim of these measures is the sustainable development, the urban regeneration and the environmental protection through rational and efficient use of natural resources, energy saving and the use of renewable energy sources.

The measure adopted in the Local Council is part of a wider measures plan that align Iasi with European Union requirements for increasing the quality of life in the major cities of Europe.

„Our plan contains several measures, some already adopted, such as rehabilitation and modernization investments in the district heating system, adoption of the regulations regarding the increase of the green space in the city, the protection and control of the site in construction, the purchase of low-polluting public transport, investments in the purchase of new trams and electric buses with European funds, investments in alternative means of transport – the creation of a municipal system of bike-sharing, the separate collection of waste – which started this autumn, and European funds investment in the rehabilitation and revalorization of green areas for public use.

Our city also needs other measures that are not under the competence of the local authority and the most important ones are the construction of the ring road, increase the purchase of electric transport vehicles at a national level, discourage the purchase of polluting vehicles – respecting the principle being „the polluter pays”. I trust that the measures we adopt at the local level will make Iasi an attractive city from this point of view, where the quality of life will grow and the citizens of Iasi will enjoy an environment favorizing a cleaner and healthier lifestyle”, said Mihai Chirica, Mayor of IASI.

The tax incentives will be applied for January 1st, 2019 to December 30, 2021 and are granted according to the building’s sustainability level, as follows:

  • 50% reduction of property tax, not exceeding € 20,000 / year, if the building has an A Class energy performance certificate, as well as a green building certificate for higher levels (Platinum, Outstanding, Gold, Excellent)
  • 35% reduction of property tax, up to € 20,000 / year, if the building has an A Class energy performance certificate, and a green building certificate for intermediate levels (Silver, Very Good);
  • 20% discount on property tax, not exceeding € 20,000 / year, if the building has an A Class energy performance certificate and a Green Building Certificate for levels (Bronze, Good, Certified).

Romania Green Building Council (ROGBC) is the only organization in Romania that supports the development of the green building sector by its responsibility for the environment and energy efficiency throughout the entire life cycle of a building (from the design phase, construction to operation and deconstruction) recognized nationally and internationally. RoGBC has initiated and encouraged the adoption of tax incentives to support the development of green buildings since 2010.

On January 26th, 2018, the Coworking Spaces of Moldova conference took place in the coworking area of Fab Lab Iasi together with 50 representatives from coworking spaces and business incubators in the region of Moldova (North-East Region from Romania and the Republic of Moldova).

In North-Eastern Romania there are 8 coworking spaces and 6 such spaces are active in Chisinau. Also, 6 business incubators are active in the Republic of Moldova, which aim to boost entrepreneurship in the cities where they operate. The numbers that were compiled at the conference show that over the entire Moldavian region there are over 10,000 square meters of coworking spaces with over 1,200 individual work stations.

In North-Eastern Romania there are 4,275 square meters in 7 working spaces where entrepreneurs, startups and freelancers operate. In these square meters, there are 205 places ready to accommodate people and businesses in areas such as technology, IT, design, marketing, HR, art, etc.

In the Republic of Moldova, active coworking spaces amount to 6,000 square meters, hosting 1,000 seats for local entrepreneurs and freelancers.
CHIŞINĂU – Tekwill (4,000 sqm), Digital Park (1,000 sqm), Generator Hub (400 sqm), iHUB (400 sqm), Armeneasca 13A (200 sqm) and Classter (3,000 sqm – in project).

In addition, incubators in the Republic of Moldova amount to 7,830 square meters and around 132 places for businesses of any kind in Nisporeni, Soroca, Singerei, Calarasi, Leova and Cahul.

Besides hosting entrepreneurs and freelancers in common workspaces, the hubs also aim to stimulate entrepreneurship through sessions, events and workshops on different themes, in order to increase the transfer of knowledge to those who have an idea business and are developing or those who already have a developed initiative but need support.

Around these spaces have formed communities of people who are open to offer what they have, what they know and what they are, to help develop the entire entrepreneurial ecosystem without waiting for a direct reward. It is a new philosophy that we want to build the new model of entrepreneurship.

IASI – well represented at European level in the Outsourcing industry

The city of IASI, CONDUENT and FAB LAB IASI  are nominees in the CEE Shared Services and Outsourcing Awards Gala, which will take place in Poland, Warsaw between 31st of January and 1st of February 2018.

The city of IASI is nominee in the section of “Emerging City of the Year – CEE (ex-Poland)”. The organizers of the gala have invited the Mr. Mihai Chirica, the Mayor of IASI, to be part of the jury and will also have the occasion to present in a special session the key attraction points of Iasi in front of the biggest players of the European IT & Outsourcing industry.

CONDUENT (www.conduent.com), one of the region’s largest employers in this field, is nominee in both “BPO firm of the year – CEE” category and “Top Employer Branding Initiative” category, with the locations from IASI, Romania and LODZ, Poland.

Also, the FAB LAB IASI project (www.fablabiasi.ro ), the biggest coworking space in the region  is a nominee in the category of “Best University – Business cooperation of the Year” for the partnership with “Gheorghe Asachi” Technical University of Iasi.

We want to emphasize some of the Romanian nominations at this gala besides the above three: Allianz Technology – Actuarial Support Center (Most unique services provider – CEE), SSC Heroes with operations in Hungary, Poland and Romania (Top Recruitment Firm of the Year).

CEE Shared Services and Outsourcing Awards Gala is at the 6th edition and will have as audience around 300 opinion leaders, with more than 50 being international firms interested in setting up or expanding their business services centres in central Europe. The awards gala will be preceded by a half-day Summit of discussion panels covering the shared services and outsourcing sector; break-out sessions with deep insights into specific issues driving the sector.

Lansarea primului accelerator de startup-uri de IT din Iași

Sâmbătă, la Codecamp, cea mai mare conferință de IT din România, a avut loc lansarea TBNR Iași Startup Accelerator.

TBNR Accelerator va identifica, selecta și oferi susținere în faza inițială de business acelor startup-uri de IT din Iași care au în spate echipe motivate și idei de business scalabile, cu potențial de creștere rapidă. Vom face primele investiții în startup-urile cele mai promițătoare, în timp ce le vom ajuta să crească, să-și rafineze produsul, să își găsească piața și să se pregătească pentru următoarele runde de investiții.

Selecția oficială a startup-urilor va demara la început de 2018 însă membrii acceleratorului sunt prezenți în comunitatea locală și aproape de evoluțiile din IT-ul ieșean, constant interesați de startup-uri cu potențial.

TBNR Accelerator este o inițiativă privată a 6 profesioniști din IT-ul și mediul antreprenorial ieșean: Andrei Postolache, Florin Cardașim, Gabriel Enea, Cristi Bârlădeanu, Dan Nicola și Bogdan Băianu.

Fondul de investiții a fost format prin contribuția a 20 de investitori individuali, persoane fizice, membri marcanți ai comunității de IT și business din Iași și nu numai. Niciunul dintre ei nu are mai mult de 10% din fond și toți banii sunt privați, permițând investiții flexibile și care urmăresc un singur scop: performanța și ambiția echipelor pe care le vom susține.

TBNR Accelerator, al cărui nume vine de The Best Never Rest, își va urmări cu determinare scopul de a contribui la apariția unor povești de succes de talie mondială în IT-ul ieșean. Suntem convinși de potențialul orașului și dorim să stimulăm și noi curajul și dăruirea celor care vor să pornească pe cont propriu pentru a construi produse de impact.

ROPHARMA announces the launch of a new mixed use project of offices and residential, with a full range of services and retail space, the estimated investment being amount to approximately 39 million EUR.

Ms. Lori COLLIN, the project coordinator together with B23T and Brown & Marinescu Consulting, have created for IASI a project based on the needs of the large office spaces (2670 square meters per floor), updated according to the current and future needs of the tenants, with a residential building with large studios or 2 – 3 rooms (“smart home” type) that combine space “Living” and “Working” with multiple features such as kindergarten, bicycle track, car park for electric ones, cafes and multiple green areas.

The HIpark is a project designed to be truly institutional quality mixed use project, residential, retail-services and office buildings, a development to be recognized as a first mixed-use asset in Iasi, one of the landmark prime assets in Romania. There are two independent structures: the Office Building (GF+ 1 level + 7 floors above ground, GLA 21.200 sq.m) and the Residential Building (GF + 9 floors above ground, 9.500 sq.m).

“We presented to ROPHARMA a personalized project, after the meetings we had in Iasi with multinational companies, that emphasize the importance of time spent at the office of the employee, and the needs of his personal life. We wanted to respect the rules but it comes with a cutting edge in terms of design and technology”, said Lori COLLIN.

The HIpark is located in IASI’ s most dynamic business corridor, near Bucsinescu intersection, next to Sfântu Lazar Street and Tudor Vladimirescu Boulevard, the preferred location for multinational occupiers and international investors between two main commercial areas, next to the University campus and in a highly dense residential area.

“We build because we want to be a model in IASI to show that people can live and work in a friendly, sustainable and modern environment” , Lori COLLIN said. “We want to launch this project in the spring of the 2018, together with all the endorsements and we are looking meanwhile for a co-sponsor, preferably with the role and with knowledge of a real estate developer, to make the joint perfect of ROPHARMA’S strong financial position and the know-how came from a partner as a developer.”

In the last three years, the city of IASI has become a pool of domestic and foreign investments in Outsourcing and IT&C Services, focusing on new working conditions, real estate developments at international standards in office buildings, shopping malls even in the residential segment.

With a current office stock of 235,000 sqm (according to PINMaps), Iasi ranks third after Timisoara and Cluj in terms of real estate development, but only second after Cluj in the top of the more successful cities and the fastest growing IT&C.

The HIpark concept is the first project in Iasi with multiple mixed functions – called mixed use, which has a contemporary approach. We combine efficiency from the office area (over 2.670 square meters per floor), with a modern, smart and green lifestyle.

From the beginning, HIpark was designed for the needs of the city. Both the employee and the tenant, which can also be the same person, will have a pleasant, balanced and modern way of living. Because the needs of the tenant from IASI are not the ones from the past (they want spaces of over 2.000 square meters, with low and controlled consumption, natural light in multifunctional spaces) the architects have been conceived a floor plan with various options, for all types of tenants.

Cycling track goes directly to the ground floor of the building to the special area for parking, lockers and showers. For the fit employees or for the habitants of the residential units we have the first running track that goes to the gym of the building, but from the external area of the first floor to provide a different atmosphere. For those with kids, we have prepared a part of the ground floor as a kindergarten and after school, so parents can be close to their children at all time.

Business restaurants, small co­ffee places, a bakery, a bank, a pharmacy, a medical clinic, a bicycle store or a dry cleaning make urban life feel easier and balanced. The parking places are prepared for the normal and electric cars, but also for the bicycles.

The modern office buildings are becoming the new software and outsourcing factories – engine for economic development of IASI for the regional community of the metropolitan area of IASI.

ROPHARMA is a pharmaceutical company listed Bucharest Stock Exchange (BVB). The current capitalization of the company is 188 million lei and the consolidated value of the fixed assets is 148 million lei. Consolidated equity as of 30th of June 2017 amounted to 158 million lei. Ropharma has two pharmaceutical production facilities (GMP standards) and food supplements and one production facility of powdered milk. It also holds an important part at a private hospital in Brasov, designated by the World Health Organisation in 2013 as the cleanest hospital in Europe.

IASI: 16.400 angajati in IT & Outsourcing

Circa 16.400 de salariaţi lucrează astăzi în industria IT & Outsourcing din Iasi, in crestere cu circa 30% fata de perioada anterioara, potrivit unei analize realizate de „Ziarul de Iaşi“ în colaborare cu Camera de Comerţ şi Industrie, Facultatea de Geografie a Universităţii „Al.I. Cuza“, PINmagazine.ro şi companiile Extind, Wiron şi Train2Perform.

În condiţiile în care universităţile nu au reuşit să crească cifra de şcolarizare, fluxul de noi angajaţi este alimentat de iniţiative de reconversie profesională cum ar fi Şcoala Informală de IT. De asemenea, asistăm la o creştere a conferinţelor pe tehnologii moderne care cresc notorietatea oraşului în rândul specialiştilor din domeniul IT şi Outsourcing, dar şi în rândul tinerilor din regiune care sunt în proces de alegere a viitoarei cariere.

Această creştere robustă a numărului de angajaţi în industria IT şi Outsourcing pune multă presiune pe dezvoltatorii actuali de clădiri de birouri din Iaşi şi va genera interes pentru fonduri de investiţii externe. Deja clădirile moderne de birouri se află într-o zonă periculoasă, cu un grad de ocupare de 98-100%, spre exemplu United Business Center – Palas, Tester Park, Şandru Office sau Moldova Center.

Marile companii IT nu mai acceptă un standard de tip «merge şi aşa» pentru a lua în calcul relocări sau deschideri de noi locaţii. Vor fi atractive doar clădirile de birouri proiectate după standarde internaţionale de clădiri verzi, cu un mix de funcţiuni la parter – restaurant, after-school, sală de fitnes etc. – plus dotările normale pentru clasa A de birouri: suprafaţă de minimum 1.000 de metri pătraţi pe nivel, podea tehnologică înălţată, sistem HVAC cu aport aer proaspăt, generator şi alte alternative de alimentare cu energie electrică, locuri de parcare suficiente.

Conform hartii realizate de catre echipa #PINMaps, in Iasi exista 4 spatii de co-working existente, iar, in plus, in aceasta toamna se va inaugura un spatiu modern afiliat FAB LAB, o rețea globală de laboratoare create cu scopul facilitării inovației si a fabricației digitale. Pe baza unui concept realizat de echipa de arhitecti Miolk, spațiul polivalent #FabLabIasi va oferi pe o suprafață de peste 700 mp scenarii de folosire flexibilă (zone de demonstrații / concursuri, co-working, makerspace, săli de cursuri și video / conferințe, birouri dedicate) și va funcționa ca o platformă independentă adresată comunității tehnice din Iași.
